      The Hellenic Association of Insurance Companies 

      The Hellenic Association of Insurance Companies. Our Role:
      The Hellenic Association of Insurers functions with its present structure since 1992, after the unification of the pre-existing associations. It aims at the exclusive and powerful representation of the Greek Insurance Market. The Association currently consists of insurers representing above the 95% of the premium production in the Greek market.
       In the context of single action provided by the Hellenic Association of Insurers, Greece insurers work to support and modernize the institution of private insurance.
      The statutory goals of the Association are:

      • The development of private ins., by all legal means.
      • The management and promotion of all issues concerning the Private Insurance, within the framework of Greek and the European Union legislation.
      • The protection and advancement of moral as well as the professional and financial interests of its Members.

      The institutional role of the Association is officially recognized by the State with the provisions of the articles 4a law 400/1970 and 5 of law 3229/2004. The Association participates with a representative in the existing Committee of Private Ins., as well as in the newly established supervisory authority under the name of the Hellenism Private Insurance Committee.

      The institutional action of the Association is further confirmed via its participation in law-making committees regarding the preparation of draft laws concerning insurance matters, after an invitation of the ministries in charge.
      History of “Hellenic Association of Ins. Companies”
       

      The history of the Hellenic Association of Insurers went back in the 19th century, specifically in 1907 when “The Association of Greek Insurers Against Fire” was founded. The following 14 Greek Ins. Companies participated: Riunione Adriatica di Sicurta, Allianz Versicherung A.G., North British & Mercantile Ins. Company Limited, Assicurazioni Generali de Trieste, Societe Anonyme d’ Assurance Generales “La Nationale”, Commercial Union Assurance Company Limited, Sun Fire Office, La Baloise, Royal Exchange Assurance, Russia, Phenix Autrichien, Guardian Assurance Company Limited, Phenix Francais. In 1908 “Phoenix Assurance Co Ltd” also joined the Association.
       

      Due to legal difficulties the Association was registered as a Union when its Articles were drafted in 1929. Today, the Articles are modified, but still in effect. The Association’s action was multiple: it was represented in the Supervising Ins.

      Board and from 1929, in the Board of Commerce and Industry, that substituted the precedent, with a representative who expressed the opinion of the Association in insurance matters. Thus, shortly the Association became the main regulator of the Greece insurance movement.

      In 1987, the “Greek Institute for Ins. Education” was formed, and still remains the first educational organization fully specialized in insurance matters.
       

       In 1992, the Association acquires its present name: “The Hellenic Association of Ins. Companies”.
      Its objective is to co-ordinate the activities of insurance business in the Greece market and to promote the development and modernization of the Private Ins. Institution.

      The objectives of the Association.
      For the achievement of the objectives, there are statutory means, ends and actions. These objectives are:

      • To tighten the relations between its members and to inform them for issues concerning them.
      • To monitor its Members’ application for compliance with the existing Legislation, for the protection of their collective professional interests.
      • To create the conditions of healthy competition within the Greece insurers market and to detect problems and take measures in order to avoid the unfair competition in collaboration with State agencies.
      • To elaborate studies and to undertake to train, in general, educational activities on issues concerning the Private Ins. and on issues relevant to them, with the creation of a library, the organization of scientific lectures, competitions, expositions, seminars, issuance of scholarships etc.
      • To intervene with the insurers and the State Authorities.
      • To promote the Association’s views, on all the issues of concern, to the Public Authorities, to the International Ins. Organizations and to the institutions of the European Union.To promote the Private Ins., activity both nationally and internationally.
      • To inform the public on the positions of the Association on issues concerning the ins., market.
      • To collaborate with corresponding foreign associations.
      • To inform promptly and reliably on matters concerning insurance.
      • To process and study statistical data for the ins., market.
      • To conclude the Collective Labor Contract for the Ins., employees with the competent Professional Employees Union.

        F i n a n c i a l   S u p e r v i s o r y  A u t h o r i t y

        Article 4 
        Criteria of reinsurance companies’ selection:

        a) When selecting the reinsurance companies, with which it is going to enter into reinsurance agreements, the insurers operating in the Republic of Albania shall make sure that they meet the following criteria: 

        – They must not be under a bankruptcy process 

        – The leader of reinsurance agreement cannot have a lower rating than:  

        –  ο BBB+ from Standard& Poor’s (or similar to Fitch Ratings, MOODY’S, AM BEST);  

        – Reinsurers participating on unlimited layers, can not have a rating lower than BBB+ from Standard&Poor’s or comparable to Fitch Ratings, MOODY’S, AM BEST) 

        – In each of the  layers of the reinsurance agreement, every reinsurer, that participates with 10% or more in that layer, can not have a lower rating than ο BBB- from Standard& Poor’s (or comparable to Fitch Ratings, MOODY’S, AM BEST)

        – No less than 80% of the reinsurance coverage in the reinsurance agreement for each of the limited layers must consist of reinsurance companies, which have a rating not lower than ο BBB- from Standard& Poor’s (or comparable to Fitch Ratings, MOODY’S, AM BEST); 

        b) The Insurer is liable to make sure that every reinsurer, who is part of the reinsurance agreement with a rating lower than BBB- from Standard& Poor’s (or equivalent to Fitch Ratings, MOODY’S, AM BEST), has not contracted any liability higher than 10% of its own capital.  

        c)  Reinsurance coverage by means of facultative reinsurance contracts has to 
        meet the following conditions: 
        – 100% of the unlimited coverage must be carried out through reinsurers, which have a classification not lower than BBB from Standard&Poor’s (or similar to Fitch Ratings, MOODY’S, AM BEST)

        – The insurer is liable to  make sure that every reinsurer, who participates in the facultative reinsurance contract with a lower rating than BBB- from Standard& Poor’s (or equivalent to Fitch Ratings, MOODY’S, AM BEST), has not contracted any liability higher than 10% of its own capital.  

        d) The insurer has the obligation to submit to the Financial Supervisory Authority all the necessary information on the financial situation 
        and the position of the reinsurance company, which may participate in the reinsurance agreement  or contract (according to restrictions set forth in the above paragraphs a, b and c), before signing the reinsurance agreement or 
        the contract in cases when: 

        – The reinsurance company has not been rated by any of the following rating agencies – Standard & Poor’s, Fitch Ratings, MOODY’S and AM BEST.

        -It has lower ratings than BBB from S&P (comparable to Fitch Ratings, MOODY’S, AM BEST)

            Read recent global news

            Welcoming hundreds of thousands of refugees from Ukraine

            Over the past month, Czechia has welcomed almost 300 000 refugees from Ukraine. Health needs among arrivals include vaccination; maternal, newborn and child health services; care and treatment for NCDs, HIV and tuberculosis; and, not least, mental health and psychosocial support.

            The Regional Director visited the refugee processing centre in Prague to see first-hand how municipalities, health workers and local people have been quick to integrate new arrivals from Ukraine and provide shelter, health care and other services.

            “It is humbling to see the warm welcome that the Czech people have extended to their neighbours in need arriving from Ukraine. I would like to commend those working from local to national levels for their comprehensive approach, providing access to employment, social protection, health care and education – and in so doing not only tackling immediate health needs but offering refugees the framework for longer-term well-being,” added Dr Kluge.

            Commenting on the visit and the response to the humanitarian emergency, Mr Zdeněk Hřib, Mayor of Prague, said: “I appreciate this attention from WHO currently focused on the capital city of Prague. About 88 000 people who have fled their homes because of the war have already arrived in Prague and the Central Bohemian Region, which are considered to be interconnected regions. I believe that setting up an effective system to integrate people who need our help into the Czech healthcare system is a key part of their successful inclusion.”

              Authorizations and registration 

              Service providers operating in the financial markets require authorization for the pursuance of their activities. The Financial Supervisory Authority (FIN-FSA), Ministries of Finance and of Social Affairs and Health and the Council of State have been empowered to grant authorization in Finland. An authorization can only be granted to an entity, not to a natural person.

              The FIN-FSA grants authorizations for credit institutions, Finnish life, non-life and reinsurance companies, investment firms, fund management companies and custodians. Authorizations for securities and derivatives exchanges as well as central securities depositories are granted by the Ministry of Finance. The Council of State grants authorization for employment pension insurance companies and the Ministry of Social Affairs and Health for unemployment funds.

              This directory provides details regarding the application for such authorization as are granted by the FIN-FSA. We also provide information on conditions for authorization and on the conditions on which a foreign service provider can establish a branch in Finland or provide services on a remote basis. Information is also given on registration as an insurance intermediary.

                Health in Bosnia and Herzegovina

                Health in Bosnia and Herzegovina. Health was impacted by the Balkan War of the early 1990s, during which this country declared their independence. Herzegovina faced many challenges during the war, including bombings throughout the country that ruined much of the infrastructure.
                Parallel regimes took over Bosnia and flipped the country upside down with land mines, bullets, and bombings. The war displaced over 800,000 refugees and killed over 100,000 people.

                The war also consisted of an ethnic “cleanse” of Bosnian Muslims initiated by Bosnian Serbs, which included containment of Bosniaks in concentration camps. The war ended with NATO involvement and the Dayton Agreement in 1995.
                The Dayton Agreement acknowledges Herzegovinian as a democratic country and the country is moving toward the basic principals that accompany that, such as civil rights and equality.

                During the war there was minimal attention given to the standard of health and major public health concerns, such as pest control, hygiene, disinfection, and import and export programs, were all interrupted or stopped.
                The war affected this nation in many ways.

                The war torn country, not only lost much of the infrastructure, but the economy and the governmental system were also affected. It is estimated that there are still thousands of people living as refugees and a large portion of the population still fall under the United Nations High Commission of Refugees category of a refugee or displaced person.
                The shortcomings of the current health care system include the lack of communication between health care centers, lack of skills, and lack of standards that are uniform throughout the country.

                The Human Rights Measurement Initiative finds that Herzegovinian is fulfilling 70.1% of what it should be fulfilled for the right to health based on its level of income. When looking at the right to health with respect to children, this nation achieves 99.6% of what is expected based on its current income. In regards to the right to health amongst the adult population, the country achieves only 95.6% of what is expected based on the nation’s level of income.

                This country is falling into the “very bad” category when evaluating the right to reproductive health because the nation is fulfilling only 15.0% of what the nation is expected to achieve based on the resources (income) it has available.

                    Banking, Finance and Insurance Commission

                    The Banking, Finance and Insurance Commission (CBFA) (Dutch: Commissie Voor het Bank-, Finance – en Assurantiewezen, French: Commission Bancaire, Financière et des Assurances) was the financial regulatory agency for Belgium. 

                    It was replaced by a new agency, the Financial Services and Markets Authority (FSMA) on the 1 April 2011 as part of a restructure of the Belgian financial regulatory system

                    The CBFA was formed in 2004 with the merger of Insurance Supervisory Authority (Dutch: Controledienst voor de Verzekeringen CDV), which was originally created in 1975, and the Banking and Finance Commission (Dutch: Commissie voor het Bank- en Financiewezen CBF), which was created in 1935, to form a single agency to regulate all Belgian financial markets.

                    It was replaced by the Financial Services and Markets Authority (FSMA) when the Law of 2 July 2010 was implemented. 
                    This was to develop the supervision of the financial sector towards a bipartite model known as the “Twin Peaks” model. 

                    This bipartite model is intended to provide a structure for the two major objectives of the supervision of the financial sector; maintaining the macro- and microeconomic stability of the financial system, which falls within the competence of the central bank, that is, the Belgian National Bank; ensuring that market processes are equitable and transparent, that relationships between market participants are appropriate and that clients are treated honestly, fairly and professionally (notably from the perspective of rules of conduct), tasks which fall henceforth within the competence of the Financial Services and Markets Authority (FSMA), formerly the CBFA.​

Antwerp is the first diamond market in the world, diamond exports account for roughly 1/10 of Belgian exports. The Antwerp-based BASF plant is the largest BASF-base outside Germany, and accounts on its own for about 2% of Belgian exports. Other industrial and service activities include car manufacturing, telecommunications, photographic products.

                    The port of Bruges-Zeebrugge is one of the most important, modern and fastest growing ports in Europe. It is Europe’s largest port for RoRo traffic and natural gas. It also is the world’s largest port for the import and export of additional vehicles. Tourism is also a major component of the economy of Bruges. Because of its pristine medieval city centre, Bruges has become a popular tourist destination. Annually about 2.5 million day tourists visit the city and in 2007 there were about 1.4 million overnight stays.

                    The port of Ghent, in the city’s north, is the third largest port of Belgium. It is accessed by the Ghent-Terneuzen Canal, which ends near the Dutch port of Terneuzen on the Western Scheldt. The port houses, among others, big companies like ArcelorMittal, Volvo Cars, Volvo Trucks, Volvo Parts, Honda, and Stora Enso. The Ghent University, the second largest university of Belgium by number of students, and several research oriented companies are situated in the central and southern part of the city. Tourism is increasingly becoming a major employer in the local area. Begonias have been cultivated in the Ghent area since 1860.                     In the past, Liège was one of the most important steel-making centers in Europe. Starting in 1817, John Cockerill extensively developed the iron and steel industry. The industrial complex of Seraing was the largest in the world. Although now a shadow of its former self, steel production and manufacturing steel goods remain important.

                    Liège has also been an important centre for gunsmithing since the Middle ages and the arms industry is still strong with the headquarters of FN Herstal. The economy of the region is now diversified, the most important centers are mechanical industries (aircraft engine and Spacecraft propulsion), space technology, information technology, biotechnology and also production of water, beer or chocolate. Liège Science Park southeast of the city, near the University of Liège campus, houses spin-offs and high technology businesses. Liège is also a very important logistic center: the city possesses the third largest river port in Europe, directly connected to Antwerp, Rotterdam and Germany via the Meuse river and the Albert Canal. In 2006 Liège Airport was the 8th most important cargo airport in Europe. A new passenger terminal was opened in 2005. It is also the major hub and the headquarters of TNT Airways.

                    Charleroi features an industrial area, iron and steel industry, glassworks, chemicals, and electrical engineering. Charleroi is in the center of a vast coal basin, called Pays Noir. Many slag heaps still surround the city. Charleroi is also known for its publishing industry with Dupuis, one of the major publishers of Franco-Belgian comics, in Marcinelle.Belgium is part of a monetary union, the Eurozone (dark blue), and of the EU single market.

                    Belgium’s strongly globalized economy and its transport infrastructure are integrated with the rest of Europe. Its location at the heart of a highly industrialized region helped make it the world’s 15th largest trading nation in 2007.                     Belgium was the first continental European country to undergo the Industrial Revolution, in the early 19th century. Liège and Charleroi rapidly developed mining and steelmaking, which flourished until the mid-20th century in the Sambre and Meuse valley and made Belgium among one of the three most industrialized nations in the world from 1830 to 1910. However, by the 1840s the textile industry of Flanders was in severe crisis, and the region experienced famine from 1846 to 1850.

                    Despite an 18% decrease observed from 1970 to 1999, Belgium still had in 1999 the highest rail network density within the European Union with 113.8 km/1 000 km2. The same time, 1970–1999, has seen a tremendous growth (+56%) of the motorway network. In 1999, the density of km motorways per 1000 km2 and 1000 inhabitants amounted to 55.1 and 16.5 respectively and were significantly superior to the EU’s means of 13.7 and 15.9.

                    Belgium experiences some most congested traffic in Europe. In 2010, commuters in the cities of Brussels and Antwerp spent respectively 65 and 64 hours a year in traffic jams. Like in most small European countries, over 80% of the airways traffic is handled by a single airport, the Brussels Airport.

                    The ports of Antwerp and Zeebrugge share over 80% of Belgian maritime traffic, Antwerp are the second European harbor with a gross weight of goods handled of 115 988 000 t in 2000 after a growth of 10.9% over the preceding five years.

                      Tourism is an important factor of the island state’s economy, culture, and overall brand development. With over 2 million tourist arrivals per year, it is the 40th most popular destination in the world. 

                      However, per capita, of the local population, it ranks 17th.
