      Healthcare in Croatia

      Expenditure
      Healthcare expenditures comprise 0.6% of private health assurance and public spending. In 2012, Croatia spent 6.8% of its GDP on health care, down from approximately 8% estimated in 2008, when 84% of healthcare spending came from public sources. Croatia ranked around the 50th in the world in life expectancy by 73 years for men and 79 years for women, and it had a low infant mortality rate of 6 per 1,000 live births.

      Institutions
      There are hundreds of healthcare institutions in Croatia, including 79 hospitals and clinics with 25,285 beds, caring for more than 760,000 patients per year. Ownership of hospitals is shared between the state and the Counties of Croatia. There are 5,792 private practice offices, and a total of 46,020 health workers in the country, including 10,363 medical doctors. There are 79 emergency medical service units that performed more than one million interventions in 2012.

      The Euro health consumer index placed it 16th in Europe, commenting that it did well with kidney transplants, performing more than 50 per million per year, and speculating that it might become a health tourism destination, as a state-of-the-art hip joint operation can be had for €3000.

      The principal cause of death in 2011 was cardiovascular disease at 41.7% for men and 55.4% for women, followed by tumours, at 31.7% for men and 22.8% for women. In 2012 only 20 Croatians had been infected with HIV/AIDS and 6 had died from the disease. In 2008 it was estimated by the WHO that 27.4% of Croatians over age of 15 are smokers. According to 2003 WHO data, 22% of the Croatian adult population is obese. It had the second lowest rate of death from communicable diseases in Europe (12 per 100,000) in 2015.

        ​By clicking on the logo of The Ins. Mediation Act (Act no. 362 of 19 May 2004) entered into force on 1 January 2005 and was amended most recently by Consolidated Act no. 817 of 14 July 2006 on insurance mediation. 

        The Consolidated Ins. Mediation Act means that insurers and reinsurance companies that agree with an undertaking or a management company on the mediation of the insurers’s products must keep a publicly available register of these undertakings (Ins. agencies and management companies).

        Ins. agencies may not mediate insurance unless the Ins. agency or the management company has been registered.

        The Danish FSA has issued an Executive Order in pursuance of section 27(3) of the Ins. Mediation Act which allows the individual insurer to agree with the Danish Ins. Association on keeping the register in question.

        The register is updated every quarter.

        The register includes the following information:

        The name, address and central business register (CVR) number of each insurer listed alphabetically and a list of every country in which the individual insurer  has entered into insurance-agency agreements with an undertaking or a management company (only countries within the European Union, or with which the Community has entered into an agreement for the financial area).

        Economy of Denmark 

        Denmark has a developed mixed economy that is classed as a high-income economy by the World Bank. It ranks 18th in the world in terms of GDP (PPP) per capita and 6th in nominal GDP per capita.Denmark’s economy stands out as one of the most free in the Index of Economic Freedom and the Economic Freedom of the World. It is the 13th most competitive economy in the world, and 8th in Europe, according to the World Economic Forum in its Global Competitiveness Report 2014–2015.

        Denmark has the fourth highest ratio of tertiary degree holders in the world. The country ranks highest in the world for workers’ rights. GDP per hour worked was the 13th highest in 2009. The country has a market income inequality close to the OECD average, but after public cash transfers the income inequality is very low. According to the International Monetary Fund, Denmark has the world’s highest minimum wage.

        As Denmark has no minimum wage legislation, higher wage floor has been attributed to the power of trade unions. For example, as the result of a collective bargaining agreement between the 3F trade union and the employers group Horesta, workers at McDonald’s and other fast-food chains make the equivalent of US$20 an hour is more than double what their counterparts earn in the United States, and have access to five weeks’ paid vacation, parental leave and a pension plan.

        Denmark is a leading producer of pork, and the largest exporter of pork products in the EU.
        Once a predominantly agricultural country on account of its arable landscape, since 1945 Denmark has greatly expanded its industrial base so that by 2006 industry contributed about 25% of GDP and agriculture less than 2%. Major industries include iron, steel, chemicals, food processing, pharmaceuticals, shipbuilding and construction.

        The country’s principal exports are: industrial production/manufactured goods 73.3% (of which machinery and instruments were 21.4%, and fuels (oil, natural gas), chemicals, etc. 26%); agricultural products and others for consumption 18.7% (in 2009 meat and meat products were 5.5% of total export; fish and fish products 2.9%). Denmark is a net exporter of food and energy and has for a number of years had a balance of payments surplus while battling an equivalent of approximately 39% of GNP foreign debt or more than DKK 300 billion.
        Today, Denmark is part of the European Union’s internal market, which represents over 508 million consumers. Several domestic, commercial policies are determined by agreements among European Union (EU) members and by EU legislation.

        Support for free trade is high among the Danish public; in a 2007 poll, 76% responded that globalization is a good thing. 70% of trade flows are inside the European Union. As of 2014, Denmark’s largest export partners are Germany, Sweden, the United Kingdom and Norway.

          Health

          As a former satellite of the Soviet Union, Bulgaria used to have their health system: the Semashko model. This particular system is characterized by having a state monopoly, where there is centralized planning and financing of the health sphere.

          There were no private structures for providing health services. There were no health insurances; the system was funded directly from the state budget, paid for maintenance, universally accessible, and free for patients.

          Bulgaria began overall reform of its antiquated health system, inherited from the communist era, only in 1999. In the 1990s, private medical practices expanded somewhat, but most Bulgarians relied on communist-era public clinics while paying high prices for special care. During that period, national health indicators generally worsened as economic crises substantially decreased health funding.

          The subsequent health reform program has introduced mandatory employee health coverage through the National Health assurance Fund (NHIF), which since 2000 has paid a gradually increasing portion of primary health care costs. Employees and employers pay an increasing, mandatory percentage of salaries, with the goal of gradually reducing state support of health care. Private health assurance plays only a supplementary role.

          The system also has been decentralized by making municipalities responsible for their own health care facilities, and by 2005 more primary care came from private physicians. Pharmaceutical distribution also was decentralized. According to the survey conducted by the Euro health consumer index in 2015 this nation, was among the European countries in which unofficial payments to doctors were reported most commonly.

          In the early 2000s, the hospital system was reduced substantially to limit reliance on hospitals for routine care. Anticipated membership in the European Union (2007) was a major motivation for this trend.

          Between 2002 and 2003, the number of hospital beds was reduced by 56 percent to 24,300. However, the pace of reduction slowed in the early 2000s; in 2004 some 258 hospitals were in operation, compared with the estimated optimal number of 140. Between 2002 and 2004, health care expenditures in the national budget increased from 3.8 percent to 4.3 percent, with the NHIF accounting for more than 60 percent of annual expenditures.

                In Germany assurance is a good thing to have, health and liability coverage for motor vehicles is mandatory.
                If you are planning to spend more than six months in Germany, or have moved here from a job-related capacity, here’s a primer on other coverage you may want.
                Third-party Private Liability coverage.
                The most important and yet the least expensive coverage you will need in Germany is third-party private liability coverage (Haftpflichtversicherung). It will provide cover for you or to any insured member of your family in the event that you commit an act for which a German court would consider you ordinarily negligent.

                Under Germany Law, there is no ceiling on the level of damages an individual could have awarded against them for an act they committed, even one committed innocently but carelessly, or for the misdeeds of their dog or horse.

                Ordinary negligence could be a simple matter of damaging someone else’s property, for instance, knocking over a vase while visiting a friend or in a shop, or causing an accident as a pedestrian by not crossing at the zebra crossing, causing bodily injury whilst skiing or engaging in other sports activities.

                Please note that dogs and horses must be insured separately and are not included in a single or family policy. This essential coverage is intended to give you more than just peace of mind and is strongly recommended and often contractually required when you are renting a property.
                Any damage claims can be painful and a high level of cover, (we suggest 10 million Euros for a family, less for animals) costs relatively little. Saving by taking out a cheap policy with limited coverage is very much a false economy.
                Third-party private liability coverage will not provide cover for anyone driving a car, piloting an airplane, or sail a boat; no cover is provided for hunting. All of these require separate Policies.

                You should be aware that Germany third-party private liability coverages with either a three or five-year term cannot be canceled before the term is up. An insurer, agent selling these term contracts will receive a higher commission for locking a client into a multi-year product.

                Our strong advice is to buy only annually renewable policies; there is absolutely no reason to take out a policy which leaves you unable to switch at a renewal date if a more attractive or a better quality coverage becomes available.

                  L’autorité de Contrôle Prudentiel (ACP) 

                  L’Autorité de contrôle prudentiel (ACP) est une autorité administrative indépendante, sans personnalité morale, qui surveille l’activité des banques et des assurances en France. Elle a été fondée en janvier 2010 par l’ordonnance no 2010-76 1, par fusion de la Commission bancaire, de l’Autorité de contrôle des assurances et des mutuelles (ACAM), du comité des entreprises d’assurance et du comité des établissements de crédit et des entreprises d’investissement (CECEI).
                  Cette fusion avait été préparée par l’article 152 de la loi de modernisation de l’économie de 2008 qui autorisait le gouvernement Fillon à effectuer celle-ci par ordonnance. L’ACP a pour mission de veiller « à la préservation de la stabilité du système financier et à la protection des clients, assurés, adhérents et bénéficiaires des personnes soumises à son contrôle » (art. L. 612-1 du Code monétaire et financier, CMF).
                  L’ACP coopère avec l’Autorité des marchés financiers (AMF) et TRACFIN. Par ailleurs, elle représente la France dans les instances internationales de la banque et des assurances.
                  L’ACP est composée d’un collège et d’une commission des sanctions. Le collège est composé des membres suivants (art. L. 612-5 CMF) :
                  1-le gouverneur de la Banque de France, ou le sous-gouverneur qu’il désigne pour le représenter, président ;
                  2-le président de l’Autorité des normes comptables ;

Integrated supervision As an integrated supervisory institution, the FMA, which was founded in 2002, brings together responsibility for supervising all significant providers and functions under one roof.

                    The authority supervises banks, insurance undertakings, Pensionskassen (pension companies), corporate provision funds, investment firms and investment service providers, investment funds, financial conglomerates and exchange operating companies. It also monitors activities to ensure that trading in listed securities complies with legal requirements and the principles of fairness and transparency (supervision of the market and stock exchange).

                    It ensures that prospectuses concerned with the public sale of securities appropriately explain the opportunities and risks of investment to the general public (prospectus supervision). It acts to ensure that the principles of sound company management and advice are upheld (supervision of compliance and rules of conduct), that the unauthorized trading and offering of financial services is prevented and punished, and that all financial institutions have the necessary systems in place to take preventive action against money laundering and terrorist financing.

                    As an integrated financial supervisory authority, the FMA is able to accommodate all official processes under one roof. As a public body, the FMA has full sovereignty. It is able to issue binding standards, such as regulations and decisions, or impose sanctions such as the withdrawal of licenses to operate, relieve chief executives of their office or impose administrative penalty fines of up to € 150,000.

                    In addition, it monitors the companies that fall within its supervisory remit over their entire life cycle, from granting the license that allows them to trade, through the ongoing supervisory cycles while they are active to liquidation, withdrawal or return of trading licenses. Tiered structure of supervision Any efficient and effective supervision system builds on the work of “upstream” supervisory instances.

                    This is referred to as the tiered structure of supervision. The first tier of monitoring and control is provided by each financial institution’s own internal auditing department. The institutions’ supervisory boards and auditors from the second tier, which, while appointed by the individual companies, is composed of independent, third-party experts.

                    The state system of supervision takes over at the third stage. In Austria, the job of supervising the financial markets is carried out by three institutions. In outline form, the tasks are as follows: The Federal Ministry of Finance (BMF) develops and defines the legislative framework, which is then adopted by the Austrian parliament (legislative process).

                    The Oesterreichische Nationalbank (OeNB) monitors the stability of the financial market at a macro level. It is responsible for the supervision of payment systems and is also involved in the supervision of banks. The Financial Market Authority (FMA) monitors and checks the individual financial institutions and participants in the markets (micro level).

                    All three institutions cooperate closely, and from the Austrian system of supervision of the financial market. In addition, the Austrian supervisory institutions also collaborate in numerous international bodies, especially European ones, in order to establish consistent standards of supervision and to represent the interests of this country as a financial center.

                      About PAHO/WHO Panama

                      Between 1939 and 1940, the Caribbean Sanitary Zone was created, with provisional headquarters in Panama, staffed by a traveling representative and a sanitary engineer. In 1947, Panama became an official active member of PAHO.

                      With the creation of the World Health Organization (WHO) in 1946, all the countries of the region of the Americas became part of the WHO and, through an agreement signed on May 24, 1949, the Pan American Sanitary Bureau was recognized as an independent entity and as the WHO Regional Office for the Americas.

                      On November 9, 1951, the Government of this Nation signed an agreement with PAHO/WHO for it to provide technical assistance of an advisory nature to develop health projects in the region. Thus, a formal relationship between PAHO/WHO and the Republic of Panama began.

                      PAHO/WHO develops technical cooperation based on the priorities defined in the Cooperation Strategy with the country, which is aligned with the National Health Policy and the strategic objectives of the Ministry of Health, with the PAHO Strategic Plan and with the Development Assistance Framework, between the United Nations System and Panama.
